Digital transformation in Germany is steadily advancing across all sectors of society. At the same time, the challenges facing the IT security of critical infrastructure are growing. ATHENE systematically examines IT security across various sectors in Germany. As part of long-term research projects, comprehensive data collection is conducted to analyze the structure, development, and security status of digital infrastructure.

ATHENE Situation Report on IT in the Federal Ministries

ATHENE researchers have assessed the IT infrastructure of the federal ministries from an external perspective. The resulting assessment differs significantly from that of the Federal Office for Information Security (BSI). A substantial portion of the attack surface lies outside the core government network—in externally operated systems as well as at subordinate agencies and service providers. Rather than a unified federal IT infrastructure, the study reveals 16 very different IT realities.

The ATHENE research area division Science Shield has conducted a comprehensive study on IT security at all 92 German universities that are members of the German Rectors' Conference. The study analyzes the external attack surface and the structural characteristics of university IT systems in a national and inter­national comparison.

The ATHENE mission project ADISEC has published a comprehensive data collection on IT and IT security across all 16 German states. The focus is on the externally visible attack surface of the state administrations—that is, the digital services that are accessible on the Internet.

Research Approach

The studies take a structural-analytical approach: The goal is not only to list weaknesses, but also to understand the structure of IT landscapes, identify specific characteristics, analyze their causes, and, based on this analysis, develop tailored recommendations. Comparing different organizations highlights differences in governance, operating models, and digitalization strategies.
